2001 T&C air conditioning issue

Question:  What might be the problem if when I turn on the blower fan, air conditioned air is blown out through the vents, even though the air conditioning is TURNED OFF?!  That's right, even with the A/C turned off, I'm getting icy cold air conditioned air from my vents.
 
What could be the cause and origin?  Might this be an expensive repair? 
 
Though less than 40K miles on this 6 year old T&C, I've had this vehicle in the shop for numerous problems, including replacement of the condenser under Chrysler's extended warranty.

depends on if u have an auto temp system or a manual system  which do u have?

I'm virtually certain I have a manual temperature system; there's nothing automatic about it.

does the ac light come on or is it on all the time? can u move the slider to full hot and still  cold air comes out?

That's just it  -the A/C light does NOT illuminate, but air conditioned air is being blown out whenever I turn on the fan.  If I actually turn on the A/C power, nothing changes, air temp remains the same (doesn't get any colder).
 
If I move the slider to warm, that works, the air temp does get warm. 
 
However, I want be able to run the fan and just get outside air into the cabin.  Right now, that's not possible.

does the ac compressor come on outside when u have the fans on??   can u hear it cycle on and off?
If yes  then i would say u have a bad ac control head.
