i have an 02 cruiser with starting problems. the starter clicks but does not turn the starter over ive put new starter, battery, and cables ive performed voltage drop across the cable between starter and battery checked ok. if i put a battery charger on it and set it to 400 amps the car will start

What voltage drop did you get? and did you also do the earth side?
