My 1999 LHS starts and runs fine, BUT occasionally when I shut it off and try to restart it after 10 to 45 minutes it just turns over. It acts like it wants to start but wont. If it does start it acts like it is flooded and runs rough untill I play with the throttle and get it to rev up and then it is fine. While trying ot start it during this time the accelerator pedal is hard, like it won't move at all, then when it tries to start the pedal will move free.
Any ideas??

Thats right Tech. It sounds like if someone was to kick the car as I'm tring to start it it would start. While cranking it tryig to start it sound as if it will start but when you let off the key it has not started. Do you think it may be a weak fuel pump? When my Charger did a similar thing I bumped the timing and it started fine after.
