Dash gauges and taillights not working

Default Dash gauges and taillights not working

A couple nights ago my dashboard gauges and back light just stopped working. It happened without me seeing it at first, but I'm fairly certain that the back lights for the A/C buttons and the tail lights stopped working at the same time.

Now here is where it gets confusing so bear with me. If I switch on the head lights, then pull the high beam toggle all the way back and hold it, the entire dash board (gauges and lights) turn on, also the tail lights turn on (that's why I think the problem is related). If I release the high beam toggle, then it all turns off again, but the high beams stay on. It is not intermittent, this all happens no matter the condition. The head lights work normally and so do the turn signals. The turning signal indicators also light up on my dashboard even when nothing else is working.

with the tail lights not working I can't drive at night, which obviously makes it pretty urgent. Any help would be greatly appreciated!

Sorry, forget to mention it's a 2000 Concord LXI, little over 130k miles on it. No previous history of this happening.
