Exclamation ticking, dash blinking not starting

turning ignition, there is quick ticking sounds as the dashboard lights flash on and off, it does not start. last evening, the neighbor noticed my car's headlights started randomly turning on, then went out on their own. does anyone know what's going on?

My uneducated guess would be that the battery doesn't have enough power to get the motor turned over, or the connection is bad. My Grand Cherokee had a terrible habbit of corroding the battery terminals leading to poor connection, and that caused all kinds of weird things to happen.

hmmm, check the headlight switch, not sure does your car have a headlight timer, again that might be acting up, but I agree with the other member, battery is not charged enough to turn over engine, just jump it and see. If its like my 99 concorde and the battery is under the passenger fender, be a good time to check all the connectors as well and due a service on it. Batteries in my experience last max 7 years, less for cheap ones.
