Default Noise from behind the glove box on 2007 sebring

My son's car is a relative of Christine! While the car is off and parked for a while there is a noise that comes from behind the glove box, in fact it happens when the car is running also. It is coming from the blower motor, at least that is what I think the black round deal is. Originally we thought it might be the actuator on that side of the console, so that is what I ordered online. When we took it all apart to begin fixing the problem, the noise started up and it was not the actuator.

So I am asking has anyone else had this situation before? If so what was the culprit and the solution?
