Default fog lights on with HIGH beam on ???

is this possible ?? how ?? i have a 2010 300C 3.5v6, can it be done manually or i have to go to a STARSCAN TOOL ?

its not legal in most states so no even using the star scan wont turn them on when u have the high beams on.

It's illegal to have the fog lights on when the high beams are on
I don't know why, but it is
So that's a no go.
It's wired that way from the factory

Also, logically it makes no sense. The high beams illuminate all of the area that the fogs do, and then some. Plus, if there's fog (necessitating the use of fog lights), then everyone knows that you don't use your high beams in fog, because the excess light just bounces back in your face and makes it even harder to see. So using the two of them together is uneccesary.
