You said you come from Germany. I assume you have come to the United States from Germany.
1. You can probably have your codes read at an Autozone store. Most stores will attach an OBD II code reader to your car to read your codes for free. I think they don't do that in California, however. If it's a code not related to the engine and driveability, you will probably need to go to a Chrysler dealer to have the code read on their DRB III machine. They will charge you a fee, but may apply the fee to repairs if you have the car fixed there.
