Default P0441 EVAP code (EVAP Purge System Performance)

Does anyone know of a common fix for this code? I have already checked the gas cap but it is not a evap leak code. I reset it once and it came back at the exact same spot according to my wife. She said it comes on when she goes over a bump on the highway but when I look at the freeze fram data for the code it is saying that the car was at about 700 RPM at 0mph. The code states taht it will go on when the condition happens twice. Maybe the freeze from is from the first time?

but P0441 is not a leak code. Another question. On the purge solenoid in front, does the hose going to the throttle body go on the bottom or top port on the solenoid?

Symptom:
P0441-EVAP PURGE SYSTEM PERFORMANCE
When Monitored and Set Condition:
P0441-EVAP PURGE SYSTEM PERFORMANCE
When Monitored: Cold start test. Engine Running. Small Leak Test Passed.
Set Condition: The PCM activates the EVAP Purge solenoid gradually increases to
maximum flow. During flow, the PCM looks for the NVLD switch to close. If the PCM does
not see the NVLD switch close at maximum flow an error is detected. Two Trip Fault.
POSSIBLE CAUSES
GOOD TRIP EQUAL TO ZERO
NVLD SWITCH OPERATION
VEHICLE HISTORY AND SERVICE BULLETIN INVESTIGATION
CHECKING EVAP PURGE SOLENOID FUNCTIONALITY
EVAP PURGE SOLENOID VACUUM SUPPLY CRACKED HOSE
VERIFY NVLD OPERATION

I am not sure why I overlooked this, but now that I think of it the code first came on the day after taking it in to a local mechanic for a PCM and BCM update to fix my fuel gauge issue.
Could a update somehow have caused this code? I never had it before bringing it in.
