Hi @ebrennan, where you able to get this issue resolved? I'm currently experiencing the same issues. I have changed both blend door actuator and still the same issue. I got an electrical diagnostics perform and they found an issue with the recirculation actuator no responding reason I change both under the glovebox.

Search this forum for this issue and you will see, like I did, that the alternator is to blame.
I took my '06 Pacifica in with this issue, it revved to 20 mph at a stop, but wouldn't go over 40 mph on the road.
My mechanic said it was the transmission, so I got a new solenoid for $500.
Drove it out the door and it still did it. I took him 10 Chrysler forum comments, and lo and behold, he decides it's the alternator.
I haven't had the problem since.
