Default 1999 sebring convertible will not start after replacing the starter

This morning, my sebring decided to not start at all. I get full power on lights, etc but when i turn the key, nothing happens.

So i tested the battery, thats not the issue. Then i replaced the starter, that still didnt fix it.

Im lost right now...

So what is it doing? Crank but no start? No crank?
If no crank, then get out your volt-ohm meter and trace the juice from the battery to the key to the starter relay to the starter.
Check for bad grounds.
Don't start replacing things unless you have determined that they are bad.

Look for blown fuses under the hood. Specifically a yellow 20 amp
