Default 1999 Sebring JXI 2.5L

What should voltage be at the ASD plug for distributor when engine is turning over? I guess I am asking if I should have a high or a low when turning over? I have o.o volts with key on and 11.9v when turning over. If 11.9 is correct does this indicate CPS is functioning? No spark is the issue. Just trying to narrow down what I need to replace. Also the fuel pump will come on momentarily 2 secs at most when the key is turned to the on position.

it is working correctly U have a distributor assembly issue replace it
