Default 99 sebring convertible jxi no power to #15 fuse

My turn signals and wipers are not working. I just replaced the turn signal switch with a brand new one. Changed the fuses and still not working. I pulled out the #15 fuse and checked for power and no power running thru it. All other fuses have power.

So where do I go from here? I'm not a mechanic, fairly newbish. But i get my hands dirty, and just need to get this car working. Appreciate the help.

Fuse 15 gets its power through the ignition switch. Is the switch on when you are checking for power? If so, you might have a problem at the switch or in the wiring between the switch and the fuse.
