Angry 99 sebring jx conv won't charge

The battery light started coming on in my 99 Sebring jx. had the alternator bench tested and battery tested. 2-yr old battery tests fine, alt was putting out 11.5 volts. Replaced alternator with a used alternator, no change in problem. Checked ground to engine, and continuity of heavy charging wire from alt to remote positive battery post....all good. Installed a conversion kit that uses an external Chrysler voltage regulator to cut the PCM out of the equation....no change. (Kit came with new wiring harness with new field wires). Voltage in field wires is 12.59 and 0.235, respectively. Had the replacement alternator bench tested, it puts out 125 amps. I am at wit's end. What am I missing? With the PCM out of the equation I can find no reason for this. At idle the battery charges slowly in .01 volt increments....under load or RPM's above idle battery voltage slowly drops.

with all things equal in the matter u either tested something wrong or not looking at correct wires or something like that.

Default problem found

The problem was the harmonic balancer. While the outer ring of the balancer WAS spinning, it was spinning at a slower speed than the inner hub, thus not turning the alternator fast enough. I placed a new belt on the alternator, left the power steering belt off to test the alternator. Within one minute the outer ring of the balancer separated from the inner hub of the balancer.
