Default Ac keeps teasing me

I have a 01 Sebring and when you first start the car the ac works perfect. If you shut the car off and get back in and start it or turn the blower down to where the compressor should cycle, the ac wont work again until the car sits a while. As long as the compressor never has to shut off it will work great, as soon as it goes off, it wont come back on. Any thoughts? I dont know where the low pressure switch is.
