It could be either. The el panel itself could be damaged. did you wire it correctly? Did you use the original clip that's on the cluster? Might be something with the carbon contacts.

Also it could be the inverter. It might just be defective. Just rule out everything you possibly can.

And yes, chrysler dropped the ball in this sense. They started using LED backlighting in 2010, the last year of sebring production.

There should be only two (technically four) on 2007+ models.

All IC chip inverter driver of this boards (2007-2010) will eventually fail, as the electroluminescent foil is aging the parasitic zenner diodes will lower their threshold drawing more current from the IC driver.
Replacing the D306 - QFN16 IC its futile.

But here's an elegant fix ....

All you have to do is replace the IC(if you have one) and your problem is fixed if your El Lamp Dial assembly is not bad(most likely its not, only about 5% comes back bad). This can be done w/o touching or re-calibrating the gauges at all. Just make sure you move the el lamp connected to the J3 connector out of the way so you don't burn it during soldering. I typically use a hot air soldering gun to remove and solder the IC. Bad solder isn't really the issue although it may looks like it. The IC of choice for illumination is just poor and is not capable of handling the output longer than 3-5 years. If you want, send me your cluster and I can repair it for you for less than $50. only parts/shipping cost. Leave your email here if you prefer that option.
Thanks for your info. How this second hand chip be handled? or I send it to you
