Default Where is the Flasher for 08' sebring

I've been looking for it but i cant find it. It would seem that its inside the instrument cluster cause when turn signals are on i feel the vibration but i cant be too sure. Anybody know where they are?

BTW i'm trying to put LED turn signals but without replacing the flasher it will blink too fast.

Does that mean he does not need to replace anything else to convert the signals to LED?
