Exclamation 01 T&C - Testing Front Blower

I have an '01 Town & Country, and the front blower does not work. The van has ATC, and I get nothing at any fan speed or whether I have air directed to the top or floor. I have swapped/replaced the relay and fuse under the hood, and I've also verified I have 12V on the green wire that goes to the power module. Today, I replaced the power module with a new unit, and still no fan in the front. If I set the controls to fresh air as opposed to recirculated, I do get forced air out the vents, although it is faint.

How do I test the front blower to see if it is any good? Diagrams and directions would be most helpful.

I'm attempting to remove the blower cover from the lower housing, but the cover seems stuck at the firewall just beyond the wheel well. What is the trick to removing this cover? So far, I've removed about 5 screws from the lower housing plus the motor that controls the fresh air off the bottom of the lower cover. I've pushed the black/green wire grommet through the housing, so no wires are holding things up. If looking straight on, with 12 o'clock on the firewall and 6 o'clock closest to the glove box, the lower cover is hanging at about 12:30 on the clock face. What is the trick to getting the cover to release in the back?
