Default 2000 chrysler town and country rad fan problem

Hey i have a 2000 chrysler town and coutry and while I am driving both fans stay on constantly. When i cut the car off they go off. The blower works fine and all the speeds work fine. The car doesn't overheat. Once they kick on they constantly run on high speed. Makes a vibration sound and is kinda loud. Any suggestions or ideas. Thanks

One fan was replaced recently because it quit working. Is there a way to test the fans or fan relay.thanks

get a scanner that can turn the relay on and off then measure the voltage on the wires.

... or disconnect the cooling fan relay and jumper pins 3 to 4. The fans should spin immediately with keys in your pocket. This bypasses the fan relay control circuit and verifies fan operation. No practical way to test the relay without a scanner so all you can do is verify it's getting power (pin 4 grey wire) and the ground (pin 1 black wire) then check continuity of the control wire from the PCM. That's pin 2 light green wire at the relay to pin 73 connector c2 at the PCM. Disconnect the negative battery cable before disconnecting the PCM to prevent PCM damage.

FYI - The A/C blower fan has nothing to do with the radiator cooling fans.
