Default A/C- Heater air flow issue

I have a 2005 town and country limited. Initially the blower would blow all the time so I have replaced the motor resistor and the blower motor. Now I can not get the air to divert from the vents to the floor or to the defrost. From what I've found researching it sounds like the actuator is bad, the air will switch from cold to hot and back. I can see the actuator's looking up under the drivers side and they do not move when I make any changes on the controls. Can these be changed without removing the dash?

Check the climate control system and see if its electronic or manual, mine happens to be all electronic so if that happened then it would most likely be the control system.
