Default Cruise Control 1998 Town and Country

Hello,
Has anyone seen this?
I Have a 98 T&C. I have noticed while driving on the highway with Cruise on that the vehicle slows WAY down when going up hills. I have to push on the accelerator to get the transmission to kick down to a lower gear so the cruise control can recover. I dont bellieve I should have to do this. I've owned this vehicle for a about 8 years and it never used to be a problem. Every other vehicle I have owned with an A/T have kicked down on their own with cruise control set.
Wondering if it is a transmission issue or just the cruise control diaphram or whatever not advancing the throttle enough to get the tranny to kick down. On level ground it seems to be slow to accel also when pushing accel button on steering wheel. Any input would be appreciated .. Thanks.

Look at the vacuum supply and return hoses on the cruise control servo assembly. any loss of vacuum will cause exactly your symptom...
