Default Key fob 1998 Town and Country

I had the starter replaced and radiator flushed and filled. Now when we use the key fob, the doors unlock and the inside lights come on but the headlights do not come on. The mechanic has no clue as to what the problem is. This is on a 1998 Town and Country.

if he unplugged the battery which I am sure he did then it prob lost memory for having the lights turn on a dealer or high powered scanner will need to be used.
