Tachometer/Spedometer Sensor?

Default Tachometer/Spedometer Sensor?

The tach and spedo in the instrument cluster are acting funny in my 3.8L '96 T&C...The fuel and water temp gauge work fine, but the other two don't register half the time...I have to turn off the electronics inside the car, restart it and they usually start working again...

What's the issue? Is there a faulty sensor or relay I need to replace? A new cluster?
