Default 95 Cirrus with 2.5 tranny problem

I bought a 95 cirrus off ebay and thought I could get it fixed. The car seems to not shift far enought to let me go no more then 60mph. The car had another tcm in the back seat I tried it and the car seems to not wanna go past 30mph. The tcm have two diffrent model numbers and I am not too sure which one goes to the car. With both tcm's my indicator telling me my gear selct flips out and sometimes works and most of the time says I am in all of the gears. I need help I would love to start driving this car but I need some info on what the problem might be.
