Default Cooling system problem

re: 97 Cirrus LXi 2.5L, mileage 164K

Neither of the heater hoses becomes hot as the vehicle heats up to operating temperature. ( And no heat in the vehicle as a result).

My assumption is there is blockage in the hose/ heater core. Also have a small leak in one hose at the engine outlet connection. The hoses are original equipment.

Any helpful suggestions by someone that's performed this repair? Also, is there any bleed valve in the system for use during coolant refill?
