Default Help with steering ticking/pinch bolt

Hi guys. I am in need of guidance on addressing the pinch bolt defect causing the steering ticking sound. Nothing in my Chilton manual. Can't find a copy ofthe TSB addressing it. I am not sure where that bolt is and whether it needs to be tightened or replaced.
Does it HAVE to be fixed or is it more a noise issue than safety?

they are saying to replace the bolt,tsb 19-02-99 heres picture
