Default not getting a consistent signal from the crank sensor

1998 Cirrus crank position sensor not giving a consistent signal. I just put in another crank sensor, second one. does the crank sensor send out a pulse at the same time as the cam sensor? I've had the key on and cranked over the engine by hand and noticed that the cam sensor goes from high ~5v to low ~0v and i can hear the asd relay clicking.
