1998 concorde Instrument cluster lights

Hey guys, I have a 1998 Concorde LXi with the 3.2L v6, and the lights that illuminate the gauges will not come on. Also, the arrow lights for the turn signals no longer work. The indicator lights work fine, such as the oil, airbag, and hi-beams. But all of my gauges are dark and I can't see how fast I'm going at nighttime. I checked all of the fuses, and pulled two extra headlight switches from the junkyard. I hooked up the other switches but its the same problem. The odometer and gear indicator lights dim as normal when the headlights are turned on. Any ideas or help? or am I stuck buying a different instrument panel?
