1998 Concorde Starting problem

Just bought the car. Guy said he replaced timing belt. He took it for test drive, drove fine, then stalled at stop. Restarted and drove home. Acted like it was out of time again. He gave up on it. That's where I came in. Checked and timing was fine. Don't have manual for car but my question is does this have some sort of lockout? Starter doesn't engage but will if I jumper at the relay, so I know my starter is good. I do notice the asd relay chattering, even after removing the key. Does this car have SKIM? Any help? I know I need repair manual. Just hoping for help tonight.
Thanks and GOD bless,
John

O.K. Replaced PCM and it started and stalled three times and now won't even engage starter. Does this car have skim? 1998 Concorde.
