94 chrysler new yorker

Hi I just bought a 94 new yorker and of course the power steering is sticky more so when cold talk about scary on the freeway anyway whats the best way to solve this ? and if its the steering rack how much cheaper is it to fix that ?

it's probly just a weak powersteering pump.
