Default Hi/Low Radiator fan fuse keeps blowing out

I have a 99 LHS that had it HI/LOW Radiator fan fuse in engine compartment blown several times. When that happens my AC won't deliver cold air. After i put in a new fuse, the AC works fine. But after running the AC a couple of times,it will not deliver cold air again. And thats when the fuse is blown again.Had notice that the 2 blower fans behind the radiator does not turn whenever the AC is turn on.

Does anyone ever encounter or have an idea the way to diagnose it?Mind sharing?
