00 sebring convertible top doesnt work
 
When I press the button, I hear it wanting to work but it doesnt move. The windows roll down slightly then stop. If I press it again, the windows roll down a little and stop again, and so on.... I was told it might be a relay. The problem is, I do not know where the relay is located. Please help!

If you can hear the motor running, the relay is not the problem. You DID unlatch the top from the top of the windshield, right? It might just be stuck from non-use. Try unlatching it and lifting it off the windshield by hand.
If that doesn't do the trick, your hydraulic system may have a leak. Inspect the pump and cylinders.

You might need to add more hydrolic fluid. If you take the top part of the back seat out you will find a flap of sorts. Lift up the flap and you will find the pump. Twist the pump clockwise and remove the black plug. Fill the canister with which ever type of fluid listed on it. Once you completely fill it (leaving time for it to work through your system) put the plug back in and try and put the top down before you put everything back together. If it doesnt go down make sure the canister is completely filled. It took me a few times before it worked completely. Also you can check the tubes out of the sides of the canister and make sure nothing is leaking. Hope this helps and good luck.
