Question 01 Sebring Convertible 2.7 P0175 Code

The original engine hatched at 66K, what a shame. I picked up a 60K engine from an 04 Sebring and swapped verything around. My mechanic did the install and I had him put in all new chains, guides and gears, water pump and oil pump to be safe.

It runs good but I get the P0175 code saying it is lean and it is hard to start. Spins over a bunch before it goes, runs fine once started. Where do I look now?

PS, anyone close to Sioux City IA looking for a lower mile rag top I am sick of this car!

P0175-2/1 FUEL SYSTEM RICH
When Monitored: With the engine running in closed loop mode, the ambient/battery
temperature above 20 deg. F and altitude below 8000 ft.
Set Condition: If the PCM multiplies short term compensation by long term adaptive and
the result is below a certain value for two trips, a freeze frame is stored, the MIL
illuminates and a trouble code is stored.
POSSIBLE CAUSES
INTERMITTENT CONDITION
O2 SENSOR HEATER OPERATION
O2 SENSOR
EVAP PURGE SOLENOID OPERATION
O2 SENSOR SIGNAL CIRCUIT SHORTED TO VOLTAGE
O2 SENSOR SIGNAL CIRCUIT OPEN
TPS VOLTAGE GREATER THAN 0.92 VOLTS WITH THROTTLE CLOSED
TP SENSOR SWEEP
MAP SENSOR OPERATION
ECT SENSOR OPERATION
ENGINE MECHANICAL PROBLEM
FUEL FILTER/PRESSURE REGULATOR (HIGH)

Should I start with the O2 sensors?

It is strange, the car spins over and over like it has no fuel when you go to start it. Once it starts it runs OK.

Question, are the sensors different, I see upstream and downstream but the different part house sites don't specify. I see sensors on the exhaust pipe, I see sensors on to of the exhaust manifolds. Which are which?

I also noticed the mechanic cut the exhaust pipe and welded it back together when he changed the engine. If there is a leak would this cause issues with the sensors?
