03 Seabring Blowers not working
 
Ok here is the defect and what I reapaired so far, no #1,2,3 speed blowers, only fourth speed
just recently my fourth speed blowers went out too.

I replaced the resistor next to the blower, (located under the glove box), the replacement part
was much beefier and I actually had to enlarge the hole that it fit into.

Of course, I still dont have blowers, yes I did check the 30 amp fuse in the fuse box on the
side of the dash panel, with a test light I always have voltage at the green wire to the blower
motor itself, with the speed control in the off position of on any speed.

It does look like the black wire from the blower motor goes to the resister.

Is there a relay anywhere on the vehicle I could not see one on the side fuse box or in the engine compartment fuze box.

any one have any suggestiong on what next?

see if u have power on the power side and ground when u select then speed.

If you've got power to the motor but it's not working (which sounds like your situation), then it's probably time to think about replacing the motor. If the motor is not passing current, then the voltage will not change for the different speeds. The resistors let less current through (therefore less power) for the different speeds, but if the circuit is open, it will always show 12 volts.
As Tech said, check for a ground on the other wire. Lack of a ground will also prevent any current from passing, and it's a cheaper and easier repair than replacing the motor.
