04 Sebring Sedan drum back-plate turned?

Hey guys, never seen this before so I was wondering what the hell it was all about. I took the drum off my rear driver side vehicle, and saw that the entire back-plate that holds the drum brakes was rotated counter-clockwise maybe 35 degrees! Anyone seen anything like this before?

What happened to the bolts that hold it on?
