OK, I'll "byte"....
Nice weather has come around in the USA FINALLY,has the car been in use and just done this or was it in storage and just bringing it out for use again?
Did you check the fuses for those features on the fuse panel?

yes the relay (fuse) under the dash next to power seat.- fuse looks good , i swapped them still nothing

I use the car everyday

Take a look at fuse #17 in the fuse panel that's under the hood (Power Distribution Center). It's the one that covers the convertible top up and down function.

Next step would probably be to check the switch operation. The switch for the top also runs the windows down. You'll be removing the center console to get to the contacts of the switch. Because of the difficulty of getting in there, you might want to track down a replacement switch first.

checked the 30 amp fuse link under the dash for power windows there was no voltage, so ran a 12.volt line to it and it powers up the windows . do you know why there is no voltage there?

Power for the windows must pass through the ignition key switch. Trace the line back to that and see if you are getting power from the switch. Obviously, the switch must be turned on.
