2006 Sebring Touring Wheel Rust

I have a 2006 Sebring and the aluminum wheels have a sort of clear coat I assume and it has bubbled and peeled over time while the previous owner had it and cause the wheels to corrode. Is there any "easy" fix for this? I scrubbed them and it didn't help too much.
