Think they finally fixed it
 
They chaged DETECTOR EVAPORATIVE part number 4891729-aa.
Somthing about it being stuck open.
And Spark plugs to have a clean slate to start the diag from.
They also pulled another sebring in the bay to compare all the numbers from. Our car is well with in spec's.

Last night and today is in the 50's, real damp (rain since 2:00am)
Car has been fine so far so good, knock on wood.
Runs great, idles so smooth now and have lots more pickup :)
Idle is at 700 to 750 with the ac off and rock solid.
No more hesitation.

"I'd focus on the throttle body. You may have heavy deposits in there. Maybe an ETC relearn or just put on a new one. Then there are the data readings on the APP sensors that need to be looked at also. These two things work hand in hand"
They checked all that also and everything was fine.
