drivers door wont open

the door opens on the key ie latch pops up but cant open with handle on the outside or the inside. this has been occurring on and off for a few months

could I need a new latch assembly or is it something to do with the cars alarms or computer settings

You don't say what model or year you have, but the connection between the handle and the latch is purely mechanical. The computer and car alarms have nothing to do with it.
Could it be that the door is frozen shut? If the weatherstrip is wet and the temperature drops, the whole seal around the door can freeze. If that happens, pulling the inside or outside handle will unlatch the door but if the door is frozen, it won't move, making it seem that the latch is not unlatching.
Pouring a bucket of very warm tap water around the edge of the door is usually enough to thaw out the weatherstrip allowing you to open the door. If you choose that route, have a towel handy to dry off the weatherstrip and door jamb so as not to get a re-run of the problem as soon as it cools down. A light spray of silicone spray around the weatherstrip can be helpful to prevent recurrence. DON'T use a petroleum based lubricant like WD-40 or you'll deteriorate the weatherstrip.
If you are convinced that freezing is not the source of the problem, you'll need to get in there and check the mechanism. It may just need some lubrication.

its the seabring 2.00cdr ltd 2009
its not the cold weather syndrome im afraid it just wont open can the door panel betaken off with the door closed as I cannot open it at all so it may be the mechanism

Search the forum here, there was a guy who tore off the panel with the door closed because of a similar problem a few months ago. He made a mess of things doing so, by his account. There must be a better way. Take it to a competent body shop that is familiar with the Chrysler Sebring and see if they can deal with it without destroying it. It may be possible to pull the latch open by fishing down between the glass and the door inner panel with the right kind of tool.

Doesn't seem to be a problem on this side of the Atlantic. Then again, we know what side of the car to get in.
