E-brake intermitent?
 

On a 1997 Sebring convert, my Emergency brake lever works good some times, that is when pulled it goes nice and tight and doesn't run all the way up, out of travel. Other times, when pulled, it goes easily all the way up to the top full travel. Anyone know why? Thanks.

How does it hold the car? Is it equally effective either way?

You can adjust the parking brake shoes to improve the effectiveness.

I would check the cable(s) for corrosion and binding.

On an 11 year old vehicle, I would expect the cables probably need some attention, lubrication or replacement.

Your cable will be a single cable at the pull handle, and will split off into two along the way to the rear wheels. There may be guides, sleeves, adjusters and so forth along the way. Each has the potential to get crusty and hang up a cable, causing erratic operation. Cleaning, repositioning, lubricating, and adjusting are likely called for. The rear shoe brakes must also be adjusted correctly in order for the e-brake to work. Too much slack in the cable will allow it to "mis-track" when you use it. The brakes are theoretically "self-adjusting", but most of the time as the wear, rust, and dirt build up, the self-adjusting mechanism becomes ineffective.

Check it all, clean it up, adjust it, and your problem will likely disappear. You may want to consider replacing the shoes while you're there. And, as long as you're looking, check your hydraulic lines and cylinders for leakage. Rebuild or replace anything that is wet with brake fluid and brake dust.
