Electric Fan Relay location

I have a 2004 Sebring Convertible and the electric fan is not coming on. It does not work when the vehicle gets hot (temp gauge all the way to red last time) or when I turn on the AC. It has a two fan unit (I assume one for the AC and one for the cooling). The AC also does not work, but I'll save that issue for later.

I would like to check the relay to see if it is bad, but I don't know where it is located. I looked at the diagram for the under the hood fuse/relay block in the owner's manual, but it did not identify anything for the Electric fan. Does anyone know where that relay is located? Pictures are always appreciated :)

The fan relays are in the power distribution center, which is a fancy name for the fusebox under the hood. There is a row of large relays across the rear of the box. The fan relays are the two outboard ones. One is for low fan speed operation, the other for high fan speed operation.

Turning on the A/C won't make any difference if the A/C is not working, but they should come on before the temp gauge gets all the way to the red regardless.

I'm not following you on the 'outboard ones'. Here's my PDC. Which are the two 'Outboard Ones'?

The ones closest to the edge of the car. The ones in the top row most to the right in the picture.
