Question Emergency lights blowing fuse

Hi, I have a 98 JXi conv, and my problem is a little baffling.
My parking lights work.
Left turn signals work.
Right turn signals work.
Tested the emergency button and blew the underhood fuse.
Replaced the fuse, tested again and burned up the flasher.
Replaced the flasher, tested parking lights and turn signals again and everything works.
Tested the emergency and blew the fuse again.
Does anyone have a clue as to why the fuse keeps blowing? It seems to me a little wierd that everything works independantly but when 4 lights are combined they blow a fuse. Or does this mean i'll have to replace a faulty multi-function switch?
