I Found This Rubber Band/Belt Under Hood of Car - 2014 Chrysler 300
 
Lately my 2014 Chrysler 300 has been giving me a world of problems. Here is the chronology of events:
First my engine light came on and it turns out it was the thermostat housing unit. I got that fixed. After a trip to the mechanic I always like to open the hood to look around. I didn't see anything out of order at a glance.
For a while I had been meaning to change the air filter, so I ordered an air filter.
On the day the air filter came, before I could even get home to change it, something bad happened. As I was getting to work, I pushed down on the "emergency"/hand/parking brake foot pedal, I heard a pop, and the pedal went limp and went all the way to the floor. The break wasn't engaged when whatever happened happened so I was able to drive it home. It's a day before New Year so it looks like it'll have to wait until Monday to have a mechanic look at it and have my eye gauge out.... again.

In the meantime, I decided to change my air filter. And when I opened my hood, I see this little rubber band just sitting there on the plastic edge of the car. I will attach pictures, but it is about 2.5 inches in diameter. It wasn't there before. Does anyone know where something like this would go? I have searched the internet and forums for a list of all bands/belts a chrysler might have but all I get are results for the serpentine belt.

Any clues?
