Default Problems with my AC.

I have an 07 300 touring and I've been spending all summer trying to get the ac to blow cold. I tried using one of the stop leak garbage things from Walmart and it didn't work. So I took it to someone to get it vacuumed and charged. Everything seems to be working, but the car won't take the refrigerant. We noticed that smaller radiator fan doesn't turn on when the ac is turned on. However, the fan will turn on when the car gets hot and it doesn't overheat. What could be causing this?

is the compressor running? do you have a gauge manifold set to determine the pressures properly?

The system won't charge if the compressor isn't running
