please help. Electrical issue...I think

I have a 2007 Aspen 5.7 2 wheel drive. This morning I got in to take kids to school. The Car would not start and every light on the dash went nuts. It would not turn over let alone even try. The remote would not lock or unlock the doors, etc.. It was acting really strange. The doors would not work nor the windows and the back hatch either. Under the hood in one of the Fuse Boxes it was making quite a noise. It sounded like poping and I figured out it was coming from one of the bigger fuses and it was labeled Parking lights. As soon as I would pull out that fuse the noise stopped. I tried to jumb the battery but it would not turn over. Although when the jumper cables were hooked up all the nonsense with the lights on the dash had went back to normal. I am going to go get a new battery here in about 12 hours. My question is before I plunk down 75 dollars on a new battery does it sound like a battery with a bad cell or what??
Any and all help is needed. Thank you so much.

Yes battery sounds like the issue. The crossfire does the same thing when it's dead.
