2004 Pacfica Heater does not work

2004 Pacfica Heater does not work
The hoses to the heater core are cold.
I have disconnected the hoses and flushed the engine, the heater core, and the heater return line back through the oil cooler. The engine gets warm, but the upper radiator hose only gets 1/2 'inflated' which indictes to me that it does not have full pressure. I have vented the radiator with the engine up to temperature and the stream from the vent with the plug all the way out was only a few inches. I was disappointed in that.
I am convinced the water passages should be open. I am not absolutely convinced that the oil cooler water passage is completely open as I was using a garden hose for the pressure source, but water was flowing through there.
I have two thoughts, one being a bad water pump even though it is not leaking through the seal. The other is that there is still a resstriction in the oil cooler.
Any ideas?
