Excessive front end bounce
 

I have a 2005 Pacifica that I just had some minor maintenance done to it. I asked the mechanic about the front struts and he said they seem and looked ok. I feel like it has excessive bounce when driving over certian speed humps and railroad tracks. I was driving home and went over some railroad tracks that I go over on a daily basis and this time the lower air dame scraped the ground. Does that mean the shocks or struts are bad?
