low beams stopped working (not HID)

Can someone please give me some advice. The low-beams on my 2005 Pacifica have both stopped working. All other lights work normally. I have checked the bulbs and the BCM fuse. I put my voltmeter on the headlamp plug and was only reading 4v - that was with the headlamps switched on or off. I am figuring that it is either the ballast or the switch itself. Where is the ballast module located? Or does anyone have any better 'brighter' ideas (no pun intended).
Thanks in advance.

I am not familiar with the headlights in a pac, but, unless they are HID I would not expect any type of ballast is being used. I would check the switch. Pull the switch out and check the voltage. I had a bad switch in my Durango, same symptoms. After tearing it apart I discovered I had burnt contacts.

Thanks united1. I will take a look at it soon as the wife gets back form work. Do you know how much they cost...ballpark?

NAPA online has 3 versions (with and without fogs, etc), pricing from $27 - $65.
