04 PT Cruiser Oil Drain plug Stuck

I have a neighbor that bought a 04 PT Cruiser awhile back.
I went with them to look over the vehicle prior to them buying as it was such a great deal almost seemed like something was wrong and they know little about cars.
The PT Cruiser was actually in great shape and at that time I could tell oil was changed as it was like new when viewed on dipstick.
They took the vehicle to jiffy lube a couple weeks back to get oil changed and was informed the plug was stripped.
I climbed under vehicle 2 days ago and could tell the damage was recent as the metal was new looking from where they tried to remove plug and ripped metal off.
I am led to believe this is a steel plug in a aluminum pan correct?
Any suggestions on how to remove this plug? Should I semi lightly tap on what's left of the plug head with a hammer to break up any electrolysis that may be occurring and use a Pipe wrench on it?
DO I need to drill this out and then hope I can remove what's left without damaging threads?
Do I need to replace the oil pan?
I am kind of stumped as I have never had a oil drain plug (even Stripped ones) That I could not remove with a Vise grip though not so used to working with aluminum oil pans either.
Any Ideas would be greatly appreciated as I am pretty sure Jiffy lube stripped the head off but cannot get them to admit it and feel bad for the neighbors as I was the one who said vehicle was good to buy.
They will be buying parts etc. I will just be doing the labor of sorts.
