only does it at or above 3500 rpms. any one have any ideas? thanks.

In Drive or Neutral. If Neutral it is just bouncing off the governor. If in drive could be lots of things...History of air filter/pulgs/pcv etc...

No it is a calibration in the PCM

Try cleaning the throttle body. Throttle may be sticking causing a lag in response. Can't hurt, might help.
